LIBERTY SHIPYARD BROWNFIELD CLEANUP
SOUTH PORTLAND, MAINE
Sevee & Maher Engineers, Inc. (SME) on behalf of the South Portland Housing Development Corporation (SPHDC) will receive bids for the Brownfields Cleanup of the Liberty Shipyard in South Portland, Maine until October 11, 2024, at 2:00 p.m. local time. Bids shall be accepted via email to Jaime Madore, P.E., at jaime.madore@smemaine.com. Owner will only consider bids prepared in compliance with the Instructions to Bidders and submitted on the Bid Form provided in the Contract Documents. Proof of bid security shall be submitted with each bid in the amount of five percent of the bid amount. No bids may be withdrawn for a period of 60 days after opening of bids. Owner reserves the right to reject any and all bids and to waive informalities and irregularities. A non-mandatory Prebid meeting will be held at the Site on Tuesday, October 1, 2024 at 10:00 a.m. local time. Bidders shall meet at 1 Madison Street in South Portland.
The work consists of minor Site re-grading and constructing a cover system over impacted soils at the Site. Electronic versions of the Contract Documents are available at no charge upon request from Jaime Madore (207-749-3188, jaime.madore@smemaine.com) and on the SPHDC website (https://spha.net/updates/). Paper copies of plans and specifications will not be issued.
This project is funded by a U.S. Environmental Protection Agency-funded Brownfields Revolving Loan Funds. Each bidder shall take special notice of the Guidance and project goals for use of Minority and Woman Business Enterprises in sub-agreements. The Contractor shall comply with Davis-Bacon and Related Acts, and employees shall be paid wages at rates not less than prevailing wage rate determinations (including in the Contract Document). Contractor shall follow requirements outlined in the Build America, Buy America (BABA) Act which requires that iron, steel, manufactured products, and construction materials are produced in the United States.
