NEW – UPDATED APPLICATION FOR SPHA HOUSING OPPORTUNITIES EFFECTIVE JANUARY 1, 2026
South Portland Housing Authority has updated the SPHA Property Pre-Application. This Pre-Application is available for interested applicants to apply for the waiting lists for the following housing developments and programs:

Affordable Housing:

Landry Woods (currently under construction)
Betsy Ross Crossing
Betsy Ross House
Ridgeland Estates
Ridgeland Gardens
Jocelyn Place (Scarborough)
Thornton Heights Commons

Subsidized Housing & Project-Based Vouchers:

To apply: The updated Pre-Application (effective January 1, 2026), is available on our website at www.spha.net beginning December 31, 2025 at 8:00AM. Pre-Applications must be printed, completed in full and submitted to our office along with the required supporting documentation. Incomplete and previous versions of the Pre-Application will not be accepted. Pre-Applications may be faxed to SPHA-Intake at 207-773-4006, dropped off at our main office drop-box, or mailed to:
